Notice of Public Hearing - Development Agreement

HEREBY TAKE NOTICE that Council of the Town of Windsor intends to consider, and if deemed advisable approve the entering into a development agreement.


THE PURPOSE of the agreement is to address an application from 3165433 Nova Scotia Limited to allow for the construction of two new buildings at 555 O'Brien Street, Windsor (PID 45055902), containing a maximum of 66 residential units; with ground floor commercial in one building.


PUBLIC HEARING is to be held by the Town of Windsor Council on February 23, 2010 at 7:00 p.m. at the Town Council Chambers, 100 King Street, Windsor, NS.


APPROVAL of the development agreement, if deemed appropriate, will take place following the Public Hearing.

Windsor Enviro-Depot Closing for one week


Windsor Enviro - Depot (Recycling) located at 67 Albert Street will be closed from February 11 - 18, 2010. They will reopen on Saturday, February 20th with their regular hours of 8:30 am to 2:00pm.

In the meantime, should you wish to rid of your refundables, you may take them to the Enviro-Depot located at 3 Bowman Rd., Garlands Crossing, Windsor, (902) 798-3198.



 

Emergency (Winter)Traffic Regulations for the Town of Windsor

WHEREAS due to the congestion on the streets of the Town of Windsor caused by vehicular and pedestrian traffic, and the limitation on the free use of the streets liable to be caused by the presence of snow and ice thereon, I am of the opinion that an emergency and a special condition exists and I so declare.

THEREFORE under the authority of Section 202 of the Motor Vehicle Act, as Traffic Authority for the Town of Windsor I make the following temporary regulations:
   
1. Notwithstanding that certain traffic signs have been erected in the Town of Windsor prohibiting or permitting the parking or leaving standing of vehicles upon sections of the highway during the hours stated thereon:  
    
(a) No owner or driver or person having control or custody of any vehicle shall park or leave standing the same upon any highway or street in the Town of Windsor between the hour of one o'clock in the morning and the hour of seven o'clock in the morning of the same day.

(b) No owner or driver or person having control or custody of any vehicle shall park or leave the same standing and unattended by a person not authorized to move and capable of operating the same upon any highway or street in the Town of Windsor in such manner as to hinder, nconvenience or prevent the proper removal of snow or ice from such highway or street.

(c) The provision of Clauses (a) and (b) hereof shall not apply to:
     (I) The motor vehicle of a physician or surgeon parking reasonably near his office or residence and immediately available for professional calls.
     (II) Motor vehicles parked by a physician or surgeon who is actually engaged in his professional occupation and reasonably near where he is so engaged.
     (III) Motor vehicles parked by an operator who is actually engaged in discharging his duties as a police constable or a member of the Provost Police.
     (IV) Motor vehicles parked by an operator who is actually engaged in discharging his duties as a member of the fire department.
     (V)  Commercial vehicles parked by an operator for the purpose of loading or unloading merchandise.

 d) No owner or driver or person having control or custody of any vehicle shall, during the period from one hour after any snow storm has commenced to two hours after such snow storm has stopped, park or leave the same standing and unattended by a person authorized to move and capable of operating the same upon any highway or street in that area of the Town of Windsor.(e) The provisions of Clause (d) shall not apply to:
     (I) Motor vehicles parked by an operator who is actually engaged in discharging his duties as a police constable or a member of the Provost Police.
     (II) Motor vehicles parked by an operator who is actually engaged in discharging  his duties as a member of the fire department.

2. The time above referred to shall be the time from time to time legally in effect in the Town of Windsor.

3. It shall be an offence for any person to fail to comply with these regulations and any such person will be liable to a penalty provided by Section 292 of the Motor Vehicle Act. 

4. These temporary regulations shall be in full force and effect from the 16th day of December, 2009 until the 15th day of April, A.D., 2010.

Approval of Protection from Second-hand Smoke Bylaw

Pursuant to the provisions of the Municipal Government Act;

HEREBY TAKE NOTICE, in accordance with Section 168 of the Municipal Government Act, that the Council of the Town of Windsor, at its regular monthly meeting held  on November 24, 2009  approved  Bylaw 28 for the Protection from Second-Hand Smoke;

THE PURPOSE of this bylaw is respecting the health, well-being, safety and protection of persons and to regulate smoking in places on town property to reduce the risk of people being affected by second-hand smoke. The prohibition includes
a park on town property or property a town is licensed to maintain;
a playground on town property;
an outdoor recreational facility on town property including but not limited to a sports field, grandstand, seating area or bleacher;
the grounds of a town building;
the grounds of an event on town property that is open to the public, including but not limited to a festival, market or concert, whether admittance to the event is gratis or for a fee;
a street along a parade route while the parade is in progress;
